Restructures the Florida Bright Futures Scholarship Program from three award types to five tiered levels beginning with initial awards for the 2011 fall term.

Level I awards cover 100% of tuition and fees for certificate, diploma, or associate degree programs at community colleges; Levels II-V provide 25%, 50%, 75%, and 100% coverage respectively for baccalaureate degree programs at state universities and eligible independent institutions.

Eligibility requirements vary by level, with Level I requiring a 3.0 GPA and 970 SAT score (or equivalent ACT), Level II requiring 3.5 GPA and 1100 SAT, Level III requiring 3.5 GPA and 1200 SAT, Level IV requiring 3.5 GPA and 1300 SAT or National Merit/Hispanic Recognition status, and Level V requiring 3.5 GPA and 1400 SAT or merit/achievement program recognition.

All award levels require completion of a community service work program with minimum 75 hours of service and reflection.

Beginning with 2011 fall awards, tuition differential fees are included in calculating scholarship award amounts for eligible students.
