Modifies parental notice waiver requirements to include notarized written waivers dated within 30 days and expands judicial waiver criteria to consider minor's maturity, undue influence, awareness of financial assistance and adoption options, and whether notification is in best interest.

Changes judicial review timeline from 48 hours to 3 business days for initial ruling, allows minors to petition chief judge for expedited hearing if initial ruling delayed, and permits appeal of denial with appellate ruling required within 7 days based on abuse of discretion standard only.

Requires Supreme Court reports to include reasons for each waiver granted and number of petitions filed by out-of-state minors, and mandates reporting of child abuse or sexual abuse discovered during proceedings.
