Department of Education shall contract with an out-of-state postsecondary educational institution to conduct a study analyzing Florida's school district cost differential amenities index and developing a cost-of-education index

Cost-of-education index shall serve as a tool to adjust state education calculations for regional cost variations beyond school district control, including teacher salaries, employee health insurance, property insurance, and transportation costs per student

Study report must be submitted by the Department of Education to the President of the Senate, Speaker of the House of Representatives, and the Governor by January 1, 2011

Effective date is July 1, 2010
