Reduces the ad valorem tax millage cap from 3 mills to 1.5 mills for the Pinellas Park Water Management District Authority, subject to voter approval in a referendum during the November 2010 general election

Expands the governing body from 3 members to 5 members: 3 selected by the City of Pinellas Park from its council, 1 selected by the City of St. Petersburg from its council, and 1 selected by the Pinellas County Board of County Commissioners

Increases board member terms from 3 years to 4 years, with terms limited by the member's tenure on their respective city council or county commission

Establishes that the authority shall be housed within the City of Pinellas Park for administrative purposes

Eliminates requirements for electing a separate secretary and treasurer, removes the treasurer's surety bond requirement, and deletes provisions allowing insurance benefit payments to board members
