Revises the definition of "health access settings" to include programs and institutions of state departments, nonprofit community health centers, Head Start centers, federally qualified health centers, school-based programs, and dental college clinics that report violations to the Board of Dentistry

Expands the scope of practice for dental hygienists without supervision to include applying fluoride varnishes, instructing patients in oral hygiene, and performing other board-approved services not involving diagnosis or treatment

Authorizes dental hygienists to perform dental charting in health access settings without supervision

Allows dental hygienists to perform specific remediable tasks in health access settings without dentist supervision, including charting, taking vital signs, recording case history, removing calculus and stains, and applying topical fluorides and dental sealants

Takes effect September 1, 2010
