Codifies and consolidates all special laws relating to the Citrus County Hospital Board, an independent special district created in 1949 to operate public hospitals, medical nursing homes, and convalescent homes in Citrus County

Requires the Hospital Board to maintain majority control over any not-for-profit corporation that leases and operates the hospital, with all five board trustees serving as voting directors comprising a majority of the corporate board

Mandates Hospital Board approval for: CEO appointments and terms, borrowing exceeding $100,000, capital projects over $250,000, non-budgeted operating expenditures over $125,000 annually, and annual operating and capital budgets

Authorizes the Hospital Board to levy ad valorem taxes up to 3 mills annually and issue bonds (with voter approval) or revenue bonds (without referendum) for hospital construction, maintenance, and operations

Requires all records of the not-for-profit corporation to be public records unless exempt by law, with the Hospital Board having full access to proprietary confidential business information for oversight purposes
