Prohibits financial institutions, retail merchants, and other persons from mailing or delivering unsolicited checks in Florida, with violation constituting a second-degree misdemeanor.

Defines "unsolicited check" as any check mailed or delivered for the purpose of drawing on an existing credit account or activating a new credit account.

Exempts checks mailed or delivered in response to a consumer's request from the prohibition.

Shields credit card bearers from liability for unauthorized use of unsolicited checks issued on or after July 1, 2010.

Effective date of July 1, 2010.
