Requires civil citation programs for minors to provide for expungement of nonjudicial arrest records upon successful program completion, with concurrence of establishing agencies.

Amends the Department of Law Enforcement rule to mandate (rather than permit) expunction of nonjudicial arrest records for minors who successfully complete civil citation programs, applying the same conditions as diversion programs.

Allows the Department of Law Enforcement to charge a $75 processing fee for expunction requests, with the fee placed in the Department of Law Enforcement Operating Trust Fund unless waived by the executive director.

Applies retroactively to minors who completed civil citation programs on or after July 1, 2000, allowing them to apply for record expungement without the previous 6-month deadline limitation.

Takes effect July 1, 2010.
