Authorizes counties, municipalities, political subdivisions, and state agencies excluded from the Insurance Risk Management Trust Fund to pay judgments and settlements against their officers, employees, and agents for civil and civil rights lawsuits.

Allows full judgment payment in federal civil rights actions under 42 U.S.C. § 1983 unless the officer, employee, or agent is determined by the entity to have caused harm intentionally.

Prohibits public entities from requiring officers, employees, or agents to make judgment payments when a federal court holds the entity liable but explicitly holds the individual harmless from liability.

Tort claims under Florida Statutes § 768.28 remain subject to the limitations and payment provisions of that statute.
