Directs the Department of Children and Family Services to include in its annual legislative budget requests an appropriation of up to $180,000 to replenish Angela Sozzani's special needs trust for placement costs and medical care not funded by Medicaid, beginning in fiscal year 2011-2012 and continuing for the remainder of her life.

Requires the department to include all funds expended from the trust since its inception through the date of the initial request in the 2011-2012 fiscal year appropriation.

Permits the department to seek appropriations exceeding the $180,000 limit in its sole discretion if extraordinary circumstances warrant additional funds for Angela Sozzani's placement and medical care.

Prohibits any awards of attorneys' fees, lobbying fees, costs, or other similar expenses related to this claim.

Addresses a claim arising from Angela Sozzani's near-drowning on April 17, 2002, while in foster care supervised by the Department of Children and Family Services, resulting in severe hypoxic-ischemic encephalopathy requiring 24-hour medical care.
