Subjects the Florida Clerks of Court Operations Corporation to chapter 287 procurement requirements and removes its exemption from the Administrative Procedure Act.

Grants the Legislative Budget Commission power to review, approve, or disapprove the corporation's budget and the combined or individual budgets of clerks of court, with deadlines of August 1 for submission and October 1 for approval.

Expands the corporation's duties to include establishing budget review processes with the Chief Financial Officer, preparing detailed budget analyses comparing similarly situated clerks, and identifying funding gaps and non-court-related expenditures.

Changes clerk budget submission deadline from October 1 to April 15 of the prior year and requires proposed budgets to detail court-related revenues and expenditures based on a standard list of court-related functions.

Exempts the Clerks of the Court Trust Fund and State Courts Revenue Trust Fund from appropriation requirements and allows the corporation chair to request emergency loans if projected revenues fall below 98 percent of appropriated amounts during fiscal year 2010-2011.
