Creates the Elderly Rehabilitated Inmate Program authorizing the Parole Commission to approve early release of inmates who are 50 years or older, have served at least 25 consecutive years, and are not serving a death sentence

Requires petitions to include the inmate's medical history and current prognosis, along with documentation of criminal history, acceptance of responsibility, and remorse

Mandates the Department of Corrections notify victims or their families within 30 days of a petition filing

Requires the Parole Commission to consider criteria including successful participation in restorative programs, genuine reform, remorse, acceptable socialization, and renunciation of criminal activity before approving release

Conditions release on 10 hours of community service per year served and a minimum 1 year of electronic monitoring; establishes pilot restorative justice programs at one female and two male maximum security prisons
