Establishes the "Florida Nurse Home Visitation Act" creating a pilot program in Lee County and Palm Beach County Healthy Start coalition service areas to provide in-home visiting nurse services to low-income, first-time mothers

Services begin during pregnancy and continue until the child's second birthday, with nurses educating mothers on personal health, child development, education, employment, and community resources

Eligible mothers must be pregnant with their first child and have gross annual household income not exceeding 200 percent of the federal poverty level; program must serve a minimum of 100 eligible mothers per community

Department of Health shall adopt standards and guidelines modeled after research-based programs implemented in other states for at least 5 years, focusing on reducing premature births, substance abuse, child abuse and neglect, subsequent pregnancies, and criminal activity

Department must submit annual reports to the Governor and Legislature by January 1 each year evaluating program implementation and outcomes
