Amends the Department of the Lottery's rulemaking authority to govern operation of all games offered by the department, including instant ticket and online games

Authorizes the department to adopt emergency rules for implementing instant ticket and online games without making certain findings otherwise required by statute, with rules remaining in effect until the specific game expires

Removes the department's authority to perform functions of the Department of Management Services under procurement-related chapters (255, 273, 281, 283, 287) and eliminates alternative procurement procedures previously allowed

Requires the department to adopt personnel rules and removes exemption from Chapter 120 (administrative procedures) for personnel actions, while maintaining employment at-will status for department employees

Exempts lottery-specific procurements (gaming systems, instant tickets, related commodities/services) where the department is the sole state purchaser from certain transaction fee requirements

Repeals Section 24.109 (relating to administrative procedure) and deems certain existing emergency rules as permanent rules while repealing other rules that are no longer authorized by July 1, 2010
