Encourages the Florida Supreme Court to adopt rules authorizing parties to appeal trial court orders denying motions for summary judgment.

Recommends that trial courts issue written orders explaining the basis for denying summary judgment motions.

Proposes that appellate review be conducted solely on the basis of the summary judgment motion, with appellants authorized to submit simplified briefs for discretionary review.

Provides that cases remain in trial court until discretionary review is granted, at which point the appellate court temporarily assumes jurisdiction until the appeal is resolved.

Takes effect upon becoming law.
