Prohibits municipalities in Pinellas County from annexing unincorporated territory within the East Lake Tarpon Community boundaries unless approved by majority vote in a community-wide referendum.

Requires any annexation to include all territory within the defined East Lake Tarpon Community boundaries, not partial annexations.

Establishes specific legal boundaries for the East Lake Tarpon Community using detailed survey descriptions, including sections within Township 27-28 South, Range 16 East, and excludes areas already annexed by Oldsmar or Tarpon Springs.

Community is located in northeastern unincorporated Pinellas County, surrounded by Lake Tarpon, Pasco County line, and Hillsborough County line, and is predominantly residential with deed-restricted communities.

Takes effect upon becoming law.
