Municipal annexation of unincorporated territory within the defined boundaries of the Lealman Community in Pinellas County requires approval by majority vote of the Lealman Community electors in a referendum.

The entire Lealman Community territory must be annexed together; municipalities cannot annex portions of the community without community-wide referendum approval.

This referendum requirement expires on July 1, 2017, after which annexation may proceed under normal state law provisions.

The Lealman Community boundaries are legally described using specific geographic coordinates and survey descriptions within sections of Township 30 South and Township 31 South, Pinellas County.

The act takes effect upon becoming law.
