Creates the Recycling Business Assistance Center by July 1, 2011, jointly administered by the Department of Environmental Protection and Enterprise Florida, Inc., to coordinate policy and develop markets for recyclable materials.

Requires the center to identify new markets for recyclable materials, provide financing guidance, maintain a directory of recycling entities, and coordinate workforce training services through the Agency for Workforce Innovation.

Establishes mandatory county landfill diversion goals of 50% by 2012, increasing to 75% by 2020, with noncompliance counties posted on the department's website.

Requires the Department of Environmental Protection to conduct at least one annual inspection of waste-to-energy facilities with only 24 hours' notice to verify permit compliance.

Directs Enterprise Florida, Inc. and the Department of Environmental Protection to contract for a study on the recycling industry's economic impact and submit findings by January 1, 2011.
