Permits eligible small municipalities to apply for waivers from water supply element requirements for future land use principles and guidelines under the same budget and development criteria, with acknowledgment that future plan amendments may require water supply impact determinations.

Authorizes municipalities meeting specified criteria to apply for waivers from comprehensive plan evaluation and appraisal requirements, with acknowledgment that future amendments will require comprehensive plan updates.

Requires the state land planning agency to grant all requested waivers when municipalities demonstrate compliance with the eligibility criteria.
