Amends section 121.111 to allow additional persons to purchase credit for prior military wartime service by removing the requirement that initial employment date be before January 1, 1987

Updates references from "Veterans' Reemployment Rights Act" to "Uniformed Services Employment and Reemployment Rights Act" throughout the military service credit provisions

Increases Florida Retirement System payroll contribution rates effective July 1, 2010, including: Regular Class by 0.11 percentage points, Special Risk Class by 0.16 percentage points, Special Risk Administrative Support by 0.21 percentage points, Judicial subclass by 0.20 percentage points, legislative-attorney-Cabinet subclass by 0.19 percentage points, County Officers' subclass by 0.22 percentage points, and Senior Management Service Class by 0.18 percentage points

Extends wartime military service credit provisions to members of the Elected Officers' Class with the same 4-year maximum service credit and contribution requirements as other classes

Declares that ensuring fair, adequate, and actuarially sound retirement benefits for state and local government employees serves an important state interest
