• Comprehensive Restructuring: Reorganizes Chapter 110, Florida Statutes (State Personnel System) through transfers, renumbering, and amendments of personnel management provisions affecting civil service, selected exempt service, and senior management service employees.

• Rulemaking Authority: Grants the Department of Management Services enhanced authority to adopt uniform personnel rules, guidelines, records, and reports while allowing state agencies limited exceptions approved by the Administration Commission.

• Employment Policies: Establishes general employment policies prohibiting discrimination based on age, sex, race, color, religion, national origin, political affiliation, marital status, disability, or genetic information, and requires sexual harassment prevention policies.

• System Reorganization: Creates or transfers numerous employment-related provisions including telework programs, background screening standards, classification and pay plan systems, recruitment procedures, and performance evaluation requirements for state employees.

• Technical Updates: Makes conforming amendments across multiple statutes (including Chapters 112, 121, 447, and others) to align references with the restructured personnel system provisions; effective July 1, 2010.
