Establishes legislative support for Jobs for Florida's Graduates (JFG) program, which provides paid internships and developmental skills training to at-risk youth ages 16-18, with the Florida Endowment Foundation for Florida's Graduates serving as fiscal agent.

Requires JFG to submit a proposal by September 1, 2010 for a statewide summer youth employment program including an 8-week internship minimum, student selection criteria, parental involvement, and school-year follow-up.

Reduces the percentage of monthly excise tax collections on alcoholic beverages deposited into the Alcoholic Beverage and Tobacco Trust Fund from 2 percent to 1.850 percent, redirecting 6.950 percent of net collections to fund the youth summer employment program.

Increases excise tax rates on malt beverages from 48 cents to 56 cents per gallon in bulk and from 6 cents to 7 cents per pint for smaller containers.

Creates tax credits allowing businesses to claim $2,400 annually per qualified summer internship ($200 monthly installments) and up to $5,000 annually per postsecondary education scholarship provided to JFG program graduates.
