Deletes the requirement to establish local steering committees in each fiscal agent area for the Florida State Employees' Charitable Campaign.

Requires undesignated campaign funds to be distributed proportionally to participating charitable organizations based on the percentage of designated funds each organization receives in the campaign.

Removes the limitation that only charitable organizations providing direct services in a local fiscal agent's area can receive undesignated funds.

Clarifies that each charity's share of undesignated funds shall be distributed in the same manner as designated funds.

Effective date is July 1, 2010.
