Amends s. 153.11 to authorize counties to use water and sewage utility funds to finance protection of water resources, including land acquisition for water source protection.

Creates s. 153.112 requiring counties using state water resources to evaluate primary water sources in cooperation with water management districts and determine if adequately protected from pollution and incompatible land uses.

Creates s. 180.133 imposing the same evaluation and protection requirements on municipalities that provide water utility services using state water resources.

Authorizes counties and municipalities to transfer utility funds to water management districts for water resource protection projects, with title to acquired lands remaining with the district.

Amends s. 373.0831 to permit water management districts to expend funds received from counties and municipalities for land acquisition and water resource development projects protecting primary drinking water sources.
