Amends Martin County special alcoholic beverage license requirements to create an exception for restaurants located within seven community redevelopment areas (CRAs) that serve 150 or more patrons at tables and occupy more than 2,500 square feet of floor space.

Reduces the floor space requirement for CRA restaurants from 4,000 to 2,500 square feet and the patron capacity requirement from 200 to 150 patrons.

Maintains existing restrictions prohibiting special licensees from selling alcoholic beverages for off-premises consumption and operating as package stores.

Requires Board of County Commissioners approval before applicants can apply to the Division of Alcoholic Beverages and Tobacco, with blueprints, specifications, building code compliance, and adequate parking documentation.

Takes effect upon becoming law.
