• Establishes the iBudget system for home and community-based Medicaid waiver services, allocating individual budgets to clients based on assessment instruments and an allocation algorithm tied to level of need.

• Creates a four-tiered waiver system with annual expenditure caps: Tier 1 ($150,000 per client, with exceptions for intensive medical/behavioral needs), Tier 2 ($53,625), Tier 3 ($34,125), and Tier 4 ($14,422).

• Requires clients to exhaust all available resources including state Medicaid plan services, school-based services, and private insurance before using iBudget funds.

• Allows the agency to approve increases to base iBudget allocations for clients with extraordinary medical/behavioral needs, significant temporary support needs, or permanent changes in circumstances that cannot be met within the algorithm-determined amount.

• Creates the Services for Children with Developmental Disabilities Task Force to develop recommendations and a plan for establishing the Developmental Disabilities Savings Program, with final report due by April 2, 2012.
