Repeals section 394.655, Florida Statutes, eliminating the Substance Abuse and Mental Health Corporation.

Reduces the Suicide Prevention Coordinating Council from 28 to 27 voting members and removes the requirement for Substance Abuse and Mental Health Corporation representation (reducing appointed members from 14 to 13).

Transfers responsibilities of the eliminated corporation to the department for administering the Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant Program, including establishing the Statewide Grant Review Committee.

Updates references throughout sections 394.656-394.659 to reflect removal of the corporation and clarify that the Criminal Justice, Mental Health, and Substance Abuse Statewide Grant Review Committee handles grant review and selection.
