• Redirects motor vehicle infraction penalties from the Administrative Trust Fund to the Emergency Medical Services Trust Fund to support certified trauma centers statewide

• Transfers regulation of drugs, devices, and cosmetics (Chapter 499) from the Department of Health to the Department of Business and Professional Regulation effective October 1, 2011

• Creates the Physician Workforce Advisory Council and expands temporary medical certificates for physicians in critical need areas, including military veterans with 10+ years of service

• Establishes $50 million in annual funding from the Health Care Trust Fund for biomedical research programs: $20 million to James and Esther King Program, $20 million to Bankhead-Coley Cancer Research Program, and $10 million to H. Lee Moffitt Cancer Center

• Requires the Department of Health to obtain legislative approval before establishing new programs or applying for federal/private grants exceeding $50,000, and mandates development of a tuberculosis services plan using private hospitals
