Establishes different update schedules for aerial photographs and nonproperty ownership maps: at least every 3 years for counties with population greater than 25,000 and at least every 5 years for counties with population of 25,000 or fewer

Shifts costs for aerial photographs and nonproperty ownership maps to property appraisers for all counties, eliminating prior state funding for counties with 25,000 or fewer residents

Allows the Department of Revenue to charge property appraisers a fee equal to the reasonable expenses incurred in procuring aerial photographs and nonproperty ownership maps

Requires fees collected from property appraisers to be deposited into the Certification Program Trust Fund with a separate account designated for providing aerial photographs and nonproperty ownership maps

Takes effect July 1, 2010
