Changes the Public Employees Relations Commission from three full-time members to a chair and two part-time members, appointed by the Governor and confirmed by the Senate.

Requires the commission chair to work full-time and prohibits any other business, vocation, or employment while serving.

Prohibits the two part-time members from engaging in any business, vocation, or employment that conflicts with their commission duties.

Maintains existing restrictions preventing commission members from being employed by governmental units or employee organizations while in office.

Effective date: July 1, 2010.
