Changes governance of the Department of Management Services from a Secretary appointed by the Governor to an executive director appointed by the Governor and Cabinet, subject to Senate confirmation.

Requires electronic filing of documents with the Division of Administrative Hearings for attorneys and encourages electronic filing for unrepresented parties; mandates petitioners include e-mail addresses in administrative hearing requests.

Establishes statewide wireless communication device policies requiring agencies to assign devices only to employees who need immediate availability or emergency response capabilities, with employees reimbursing personal use costs.

Creates requirement for Department of Management Services to develop a centralized fleet management plan for state-owned motor vehicles and identify all real estate leasing and facilities operations resources across agencies by specified dates.

Extends surcharge expiration for traffic violations funding the State Agency Law Enforcement Radio System Trust Fund from July 1, 2012 to July 1, 2017; authorizes positions and appropriates $2,185,746 in recurring trust fund authority for the department.
