Affirms the Legislature's constitutional authority to administer legislative offices and employees, and that each new Legislature retains all constitutional powers and rights regardless of prior legislative actions.

Incorporates provisions of Florida Statutes sections 11.42, 11.45 (Auditor General) and 11.51, 11.511, 11.513 (Office of Program Policy Analysis and Government Accountability) to remain operative until superseded by joint rule or agreement of the Senate President and House Speaker.

Directs the Senate President and House Speaker to assign legislative activities from the Joint Administrative Procedures Committee, Legislative Committee on Intergovernmental Relations, and information technology review functions to appropriate legislative offices on or before HB 5709's effective date.

Suspends Joint Rules Three through Six (relating to legislative support services, Legislative Auditing Committee, Auditor General, and Program Policy Analysis office) and allows them to operate only as agreed upon by the Senate President and House Speaker.

Requires appointment of a joint select committee after the 2010 Regular Session to recommend new joint rules governing the Administrative Procedures Committee, Legislative Auditing Committee, Legislative Accountability Office, and Office of Economic and Demographic Research.
