Removes obsolete language requiring the Secretary of Environmental Protection to submit a December 10, 1993 report to the Legislature regarding interagency water management procedures and environmental protection measures.

Affirms the division of responsibilities between the Department of Environmental Protection and water management districts for regulating water resources under Florida Administrative Code rules 17-101.040(12)(a)3., 4., and 5.

Rescinds Section IV.A.2.a. of operating agreements pertaining to individual permit oversight, with the state department assuming responsibility for permitting complex activities including mining, hazardous waste facilities, and solid waste management facilities.

Authorizes water management districts and the department to modify the division of regulatory responsibilities through rulemaking to improve efficiency and reduce duplication in administering water resource regulations.

Takes effect July 1, 2010.
