Deletes the requirement that the State Board of Administration transfer uncommitted Insurance Capital Build-Up Incentive Program funds to Citizens Property Insurance Corporation by January 15, 2009.

Removes the 90-day presuit notice requirement for actions against the Florida Automobile Joint Underwriting Association under section 624.155.

Eliminates an obsolete Citizens Property Insurance Corporation reporting requirement regarding feasibility of requiring authorized insurers to issue and service windstorm coverage policies.

Removes the June 1, 2007 deadline for insurers to file forms extending property insurance coverage for sinkhole losses and catastrophic ground cover collapse.

Repeals section 627.7077 entirely, which required a feasibility and cost-benefit study of a Florida Sinkhole Insurance Facility and related affordability and availability matters; deletes obsolete reporting requirements for the sinkhole database and an outdated July 1, 2007 effective date for windstorm coverage exclusions.
