Amends s. 440.3851, F.S. to make permanent the public records and public meetings exemptions for the Florida Self-Insurers Guaranty Association, Incorporated by removing the scheduled repeal date of October 2, 2010.

Maintains confidentiality of claims files, medical records of claimants, and minutes of exempt meeting portions until litigation termination and claim settlement.

Requires all exempt meeting portions to be recorded and transcribed with times, discussions, and names of attendees documented, and prohibits off-the-record exempt sessions.

Allows court reporter notes of exempt meetings to be retained for a minimum of 5 years and requires transcripts of meetings discussing claims to become public after settlement with confidential information redacted.

Permits release of exempt records to other agencies performing official duties while requiring the receiving agency to maintain confidential status.
