Eliminates the Juvenile Justice Standards and Training Commission and transfers all its duties and responsibilities to the Department of Juvenile Justice.

Requires the Department of Juvenile Justice to establish and oversee juvenile justice training academies and develop training programs and curricula for department program staff and contract providers who deliver direct-care services.

Defines "department program staff" as supervisory and direct care staff of delinquency programs, as well as support staff with direct contact with children in department-operated delinquency programs.

Maintains minimum employment qualifications for department program staff and contract providers hired after October 1, 1999, including age requirements, high school diploma, background checks, and fingerprinting.

Continues the Juvenile Justice Training Trust Fund, funded by $1 from each noncriminal traffic infraction, to support training development, implementation, and juvenile justice education scholarships or stipends.
