Amends s. 497.172, F.S. to require the Board of Funeral, Cemetery, and Consumer Services to record all closed meetings where licensure examination questions or answers are discussed, with no portions allowed to be off the record.

Creates a public records exemption for recordings of closed examination development meetings, making the recordings confidential and exempt from public disclosure requirements.

Requires recording of the entire closed meeting of probable cause panels of the board, with no portions allowed to be off the record.

Removes the scheduled October 2, 2010 repeal date for public records and public meetings exemptions in s. 497.172, making those exemptions permanent rather than subject to sunset review.

Establishes a statement of public necessity explaining that exempting examination meeting recordings from disclosure protects the integrity of the licensure examination process and complements existing protections for examination questions and answers.
