CS/HB 7129 Summary

• Designates 14 specific Florida military installations and their associated local governments as subject to enhanced land use compatibility requirements, including Eglin Air Force Base, MacDill Air Force Base, Naval Air Station Jacksonville, and others.

• Requires affected local governments to notify commanding officers of proposed comprehensive plan changes and land development regulation amendments that would affect land intensity, density, or use adjacent to military installations, and to provide development order applications involving height, lighting, or noise variances within established zones of influence.

• Establishes a mediation process if local governments fail to adopt military compatibility criteria in their future land use plans by June 30, 2012, with potential sanctions from the Administration Commission if criteria are not adopted by December 31, 2013.

• Authorizes the Department of Business and Professional Regulation to issue temporary 6-month professional licenses to spouses of active duty military members who hold valid licenses from other states and are assigned to duty stations in Florida.

• Allows valid military transfer orders to maintain permanent residence status for servicemembers and their spouses for homestead purposes, and permits the Adjutant General to employ a second Assistant Adjutant General for Army and expands Educational Dollars for Duty program accreditation standards.
