Mandates that petitions for administrative hearings include the petitioner's email address and requires respondents to provide email addresses for counsel or representatives

Establishes requirements for wireless communication device use and procurement by state agencies, including SUNCOM Network Services usage unless exempted, and requires annual wireless device inventories in agency budget requests

Directs Department of Management Services to create a centralized fleet of state-owned motor vehicles and submit a centralization plan to the Governor, Senate President, and House Speaker by November 1, 2010
