Amends s. 1005.38, F.S. to reorganize exemptions for investigatory records held by the Commission for Independent Education and probable cause panel meetings.

Removes minutes and findings of probable cause panel meetings from the general investigatory records exemption and creates a separate exemption for them lasting 10 days after a probable cause determination.

Requires all closed portions of probable cause panel meetings to be recorded with no off-the-record portions, with recordings maintained by the commission.

Makes recordings of closed meetings and associated minutes and findings exempt from public records requirements for 10 days after the panel's probable cause determination.

Extends the sunset review date for these exemptions from October 2, 2010 to October 2, 2015, subjecting them to the Open Government Sunset Review Act for future legislative review and repeal.
