Requires property appraisers to physically inspect state-owned real property upon request and amends assessment procedures for state property.

Directs the Department of Environmental Protection to maintain a comprehensive database of all state-owned real property available to the public and operational by March 31, 2011.

Requires the Department of Revenue to provide tax roll data to the Board of Trustees of the Internal Improvement Trust Fund to identify publicly held lands and review surplus property candidates.

Modifies the Department of Management Services inventory requirements to include valuations, operating costs, building use, occupancy data, and historic designations for facilities 3,000 square feet or larger.

Eliminates the Division of State Lands' requirement to prepare separate state inventories of federal, state, and local lands, consolidating inventory efforts into the comprehensive database system.
