Authorizes issuance of bonds up to $200 million (limited to $50 million per fiscal year) for constructing sewage collection, treatment, and disposal facilities in the Florida Keys Area, with proceeds managed by the Department of Environmental Protection for financial assistance to local governments.

Revises procedures for removing the Florida Keys Area designation as an area of critical state concern to require completion of all work program tasks, local government adoption of adequate comprehensive plans and regulations, and a local government resolution—rather than automatic removal based on time deadlines.

Changes judicial review of the Administration Commission's designation removal decisions to administrative review under Florida's Administrative Procedure Act (Chapter 120) instead of circuit court proceedings.

Establishes specific wastewater treatment requirements for Monroe County, including discharge prohibition into surface waters, mandatory completion of central wastewater facilities by December 31, 2015, and effluent standards for biochemical oxygen demand, suspended solids, nitrogen, and phosphorus.

Imposes additional requirements for onsite sewage treatment systems in Monroe County with specific treatment standards and mandates that systems either cease discharge by December 31, 2015, or meet strict effluent quality criteria.
