Renames the Florida Water Pollution Control Financing Corporation to the Florida Water Pollution Control and Drinking Water Financing Corporation to include drinking water projects within its financing scope.

Authorizes the corporation to finance or refinance costs of drinking water projects and activities, including low-interest loans for planning, design, and construction of public water systems.

Expands the corporation's powers to make or request loans, grants, and deposits for drinking water infrastructure to community water systems, nonprofit transient noncommunity water systems, and nonprofit nontransient noncommunity water systems.

Establishes that the Drinking Water Revolving Loan Trust Fund payments under service contracts with the corporation are subject to annual appropriation by the Legislature and exempts the fund from constitutional termination provisions.

Updates terminology throughout sections 403.1835, 403.8532, and 11.45 of Florida Statutes to reflect the expanded role of the financing corporation in drinking water projects.
