Grants the Office of Regulatory Staff within the Financial Services Commission access to records of telecommunications companies, public utilities, natural gas transmission companies, and their affiliates that are reasonably necessary for regulatory matters.

Limits the Public Service Commission's authority to access records by subjecting it to limitations in s. 350.011(3) and (4).

Makes proprietary confidential business information received by the Office of Regulatory Staff confidential and exempt from public records requirements upon request, subject to the Open Government Sunset Review Act.

Establishes that the exemption for proprietary confidential business information provided to the Office of Regulatory Staff automatically repeals on October 2, 2015, unless the Legislature votes to reenact it.

Takes effect October 1, 2010, contingent upon the passage of HB 7209 or similar legislation creating a separate Office of Regulatory Staff to represent the public interest before the Public Service Commission.
