Proposes creation of Section 20 of Article III of the Florida State Constitution to establish standards for drawing legislative and congressional district boundaries

Requires the state to apply federal requirements and balance constitutional standards when establishing district boundaries, with consideration given to racial and language minority participation in the political process

Allows communities of common interest (other than political parties) to be respected and promoted in redistricting without subordination to other constitutional provisions

Districts and plans are valid if the balancing of standards is rationally related to constitutional standards and consistent with federal law

Proposed amendment requires voter approval at the next general election or an earlier special election authorized by law
