Declares it state public policy that no person may be compelled by federal, state, or local government to purchase health insurance or health services

Establishes exceptions allowing compulsory health insurance as a condition of public employment, voluntary participation in state/local benefits, operating dangerous instrumentalities, or undertaking occupations with occupational injury/illness risks

Permits compulsory health insurance coverage in cases of actual emergencies declared by the Governor when public health is immediately endangered

Clarifies the policy does not prohibit collection of debts lawfully and consensually incurred for health insurance or health services

Authorizes the Attorney General to initiate legal action in state or federal courts and administrative forums on behalf of persons whose constitutional rights may be infringed by federal acts or programs relating to health insurance coverage
