Authorizes the Board of Governors to adopt regulations (in addition to rules) to implement constitutional duties under Article IX, Section 7 of the State Constitution, with a defined regulation development procedure requiring public notice and comment.

Changes multiple statutes to require the Board of Governors and university boards of trustees to adopt regulations rather than rules for various educational matters including student fees, safety, admissions, and facility standards.

Removes state universities from mandatory participation in the SUNCOM Network for communications services and modifies provisions related to information technology definitions and requirements.

Establishes the Higher Education Coordinating Council with representatives from education sectors and business to serve as an advisory board to the Legislature, State Board of Education, and Board of Governors.

Repeals multiple sections granting specific authority for individual degree programs and authorizes the Board of Governors to approve flexible tuition policies, new student fees, and fee increases within established guidelines and limits.
