Florida Legislature formally applies to Congress under Article V of the U.S. Constitution to call a constitutional convention for proposing a balanced budget amendment and limits on federal mandates to states

Proposed balanced budget amendment would require accounting for all federal obligations, impose spending limits, set supermajority vote requirements for new or increased taxes, and prohibit federal mandates requiring states to impose taxes or fees

Would limit Congress and federal agencies from imposing unfunded mandates on states unless federal funds fully cover the costs of compliance

Would restrict Congress's ability to dictate how states spend federal funds, allowing only outcome-based requirements while leaving implementation decisions to the states

Resolution supersedes and revokes all previous Florida applications for a constitutional convention, and contains a self-nullification clause if used for any convention purpose beyond balanced budget or unfunded mandate limits
