Converts current maximum class size limits to average class size limits per grade grouping within each public school: prekindergarten through grade 3 (18 students average), grades 4-8 (22 students average), and grades 9-12 (25 students average)

Establishes new maximum class size limits for individual classrooms: 21 students for prekindergarten through grade 3, 27 students for grades 4-8, and 30 students for grades 9-12

Exempts extracurricular and virtual classes from class size requirements

Makes the state responsible for funding costs associated with meeting class size requirements, not local school districts

Amendment takes effect upon voter approval and operates retroactively to the 2010-2011 school year
