• Creates the Medicaid and Public Assistance Fraud Strike Force within the Department of Financial Services with 11 members (including CFO as chair, Attorney General as vice chair, and appointed sheriffs, police chiefs, and state attorneys) to coordinate fraud prevention, detection, and prosecution efforts.

• Establishes the Division of Public Assistance Fraud within the Department of Financial Services and transfers public assistance fraud investigation authority from the Department of Law Enforcement to this new division through a type two transfer.

• Requires Medicaid managed care plans to adopt anti-fraud plans addressing detection and prevention of fraud, overpayments, and abuse; requires plans to either establish internal investigative units or contract for fraud investigations, with annual reporting and daily penalties of $1,000-$2,000 for non-compliance.

• Directs the Auditor General and Office of Program Policy Analysis and Government Accountability to review the Agency for Health Care Administration's Medicaid fraud and abuse systems and report findings by December 1, 2011.

• Establishes a Medicaid claims adjudication project requiring the Agency for Health Care Administration to procure a third-party vendor to provide real-time database capabilities to improve claims processing accuracy and efficiency at no cost to the state.
